Attempt to rearrange Navajo Council agenda fails

Navajo Council special session convened at 11:36 a.m. The Council is now on Adopting its 19 item agenda.

COUNCIL DELEGATE LEONARD TSOSIE
We have some serious issues but all the money bills were placed at the front. And so i ask that we rearrange the agenda items otherwise we won’t get to some of the serious issues.

i know there is Navajo Transit Bus in here so maybe from (D) on down, make (J) a (D) and so on from there. And by having money bills at end, the Council will keep a quorum.

COUNCIL DELEGATE CHARLES DAMON, MADE THE MOTION TO ADOPT THE AGENDA ACCEPTS TSOSIE’S MODIFICATION OF COUNCIL AGENDA.

By asking motioning party to accept modification has never been done by the Council which would set a precedent.

You are right and so Tsosie’s modification is now an Amendment.

So what is happening with (I) and (O)?

DELEGATE TSOSIE
(O) would be pushed to (I) and (I) would be pushed down so it comes out neutral. But the issue is that my amendment is to address serious issues of the people, such as Headstart.

For four months, we have been brushing off this individual from Ramah for several months and so I want to keep 0245-14 as item (E).

Motion on item (F) to delete because since Legislation 0220-14 was introduced for the ratification of a charter for the Navajo Oil & Gas Company, the Council has appointed new NOG shareholders.
