Navajo Council’s Naabi Committee is working on proposed Legislation 0213-13: $220 million bond. (I have posted link to $220 m. Bond legislation at end of this blog.) But Naabi has lost quorum of 13 delegates. There are 12. And so Speaker Naize asked for report on Capital Improvement Projects by Navajo Nation Community Development director Casey Begay and Community Development Division Director Leonard Chee, a former Navajo Council delegate. (I have posted links to the CIP legislation & exhibits, which are the lists of chapter projects by agency, at the end of this blog.)

The way we have these “big ticket items” set up is how we will address Bond Financing and others. Legislation contains Bond Financing/Loan language. The proposed Bond projects are all revenue generating.

The CIP legislation (0118-13) are the projects endorsed by 110 chapters and supported by the various tribal programs. They are not revenue generating.

Remember Naabi members that the Permanent Trust Fund requires five-year CIP plan and there was sufficient PTF interest since 2006 to fund a five-year CIP plan. Once this is passed, we will have access to percentage of interest from PTF to address these chapter needs.
