Navajo Council debating motion by Delegate Leonard Tsosie, who is RDC Subcommittee chairperson, and second by Delegate Roscoe Smith, who is the Resources and Development Committee vice chairperson, to defer 91-14 back to RDC.

AS SMITH MAKES HIS STATEMENT, THE COUNCIL VOTES ON SENDING 91-14 BACK TO RDC. LEGISLATIVE ATTORNEY MARIAN KAHN ALSO ADVISES THE COUNCIL THAT THERE ARE TWO PRECEDENTS REGARDING THE BYPASSING OF COMMITTEE REVIEW.
