Navajo Council Naabi moving along – finally

Without debate, the Naa’bikiyati Committee approves Legislation No. 0314-14: Relating to Resources and Development, Budget and Finance, Naabik’iyati’, and Navajo Nation Council; Approving Supplemental Funding from the Unreserved, Undesignated Fund Balance in the Amount of $180,120 for Cameron Chapter (Sponsor: Honorable Walter Phelps) with a Vote of 13 in favor, 0 opposed.

0311-14 moves to Council for final action.

Naabi is now on Legislation No. 0316-14: Relating to Health, Education and Human Services; Budget and Finance, and Naabik’iyati’, and Navajo Nation Council; Approving a Supplemental Appropriation from the Unreserved, Undesignated Fund Balance in the Amount of $4,547,966.00 for Navajo Head Start Business Unit 109010 to meet the 20% Match Requirement for the FY 2015 Federal Grant Application (Sponsor: Honorable Jonathan L. Hale)

I believe we talked about new Council amending 2015 Budget upon imposition of new Council, new President to reflect new priorities of Executive Branch. When we sat down to do the budget, we had information that the current president, Shelly, was not returning so new president. And so we discussed how we would accomodate new presidential administration. we talked about 33 percent spending limit for Executive Branch budget.

This funding for Headstart should come from amended 2015 Budget and not Reserves because we’ve used the Reserves to fund Chapter Projects.

when 0316-14 came to Budget and Finance Committee, the sponsor was asked to bring additional documents and that has not happened. Options would be to Table, which would allow sponsor to gather documents and return to Naabi.
