Navajo Council approves removal of division directors from review process

LEGISLATION SEEKS TO REMOVE DIVISION DIRECTORS, INCLUDING ATTORNEY GENERAL, FROM REVIEW PROCESS OF DOCUMENTS THAT DON’T REQUIRE APPROVAL OF COUNCIL.

AMENDMEDNT 1, BY DELEGATE TSOSIE TO ALLOW PRESIDENT TEN EXTRA DAYS BY REQUEST APPROVED BY COUNCIL.

DELEGATE DAVIS FILFRED, we gave president line item veto power and i thought we were all equal. line item veto is like, give me a head start. we are giving authorities away. may not happen in this administration but may happen in next administration. i am hesitant about this bill.

NOTE: BY REFERENDUM, THE PEOPLE VOTED TO GIVE LINE-ITEM VETO AUTHORITY TO PRESIDENT

DELEGATE NELSON BEGAYE, after president signs bill, there are still problems. for example, president signed legislation for funding for grazing officials, land boards, Eastern Navajo Land Board and these officials are asking when they will be funded. And there is also problem with review of documents and legislation by our Chief Legislative Counsel.

DELEGATE CROTTY, what are problems that this bill would help. also looking at accountability. find other programs blamed but never conversation that program fix those issue. always blame and why nervous about taking reviewes off process. we find mistakes but also opportunities. in looking at headstart, there are IDC issues with headstart. so if that $17M not ID by OMB who would have taken fall for $17M. the public needs to know when system not working and we are accountable when fix. also what about chapter review. and internal executive office review, how will that be done. who deals with review of New Mexico intergovernmental agreements.

DELEGATE SLIM, when  budget season starts and sometimes late. some divisions and programs start early and some don’t. we push budget through and some late which is why Budget and Finance works late.

DELEGATE WITHERSPOON, NM legislature asked for Navajo Nation to address its Review Process.
