Here at Navajo Council’s Resources & Development Committee
December 16, 2014 Professional Journal

Greetings Frens/Relatives/Humans, I’m here at the Navajo Nation Council’s Resources & Development Committee meeting. I kept getting kicked off Legislative Branch wifi and so I was unable to post committee actions. But I got the problem resolved. It is now 12:40 pm.

RDC hears a Report by Bureau of Indian Affairs Roads Director Harold Riley on the intersection at Navajo Route 100 and Navajo Route 12. This intersection is where traffic enters the Navajo Nation government administration area, the Navajo Nation Legislative Branch, the Navajo Nation Executive Branch, Navajo Housing Authority, Navajo Nation Supreme Court office, and Navajo Nation Veterans Memorial Park.
After a very lenghty discussion on the need for a master plan for the tribal administrative complex, the RDC VOTES ON THE REPORT. 3 IN FAVOR, 0 OPPOSED

RDC goes to Acceptance of Report on Resolute Aneth, LLC, issues and agreement.

RDC CHAIRPERSON KATHERINE BENALLY
Yesterday, we heard from two Navajo owned companies regarding Resolute Aneth, LLC, which conducts oil and gas drilling operations in the Aneth, Utah, area. The companies heard that the Resources & Development Committee would be taking action on a request from Resolute in the end an agreement reached. handwritten agreement. we had it on record and legislative staff will read. Resolute will give consideration to LGB and Dine Resources Inc. There was understanding that there was loss of money, respect, credibility due to damage done by Resolute and LGB wanted financial compensation. and agreed to get that done outside of written agreement yesterday, Dec. 15, 2014.

My legislation was tabled because one of RDC members questioned Navajo Environmental Protection Agency’s request for an attorney but NEPA deals with state and federal environmental laws and needs an attorney.

Sponsor: Hon. Kenneth Maryboy, Council Delegate

Since Council Delegate Kenneth Maryboy is unavailable to present his Legislation 0315-14, RDC Vice Chairperson Roscoe Smith sponsors Legislation 0315-14, and has his agent, former Navajo Housing Authority Director Chester Carl provide a brief background on Legislation 0315-14.

CHESTER CARL
This is a 501-C company and this is only a name change to take advantage of tax breaks.

what kind of assurance to give that you will not return in couple of years with different name to ask for more funding. seems like this is so easy to get money by simply changing your clothes. i’m interested in housing but by circumventing New Mexico State regulations to get money has me very concerned.

CHESTER CARL
I’m not sure how you want assurance. This is a lease that basically gives to limited partnership. If you are outside reservation, this type of partnership is common. lot of times same company with different names cuz have different investors. in this case we are trying to go out and create something on our own. And i will not return in a year. this is my assurance.
