Funding Navajo Nation 5-Year Capital Improvement Projects

I’m still here at the Navajo Nation Council special session and so far, the Council has taken action on TWO Reports. They are now on their THIRD Report, “Funding Options for 5-Year Capital Improvement Projects” by Navajo Nation Controller Mark Grant.

It’s now 5:39 pm and roll call was made because Speaker Pro Temp Jonathan Nez, who took over for Speaker Pro Temp LoRenzo Bates, thought that the Council had lost quorum. The Council still has a quorum of 13 delegates.

Speaker Pro Temp Bates just returned and so Jonathan Nez is now back at his Delegate seat.

The Council has Two pieces of Legislation after the Report on CIP. The Legislation are 0081-14, which amends Navajo law, Title 12, section 1171, The Navajo Nation Veterans Trust Fund, and 0109-14, which is amending the Navajo Preference in Employment Act.

Well, i got a copy of Funding proposal from Controller Grant for 5-Year CIP Plan. But I’m having trouble getting copy of Navajo Oil & Gas Company report, which was given to Council by Chief Legislative Counsel Levon Henry, but Delegates are saying that Report was stamped Confidential. WTH!

14 IN FAVOR, 0 OPPOSED

The first year funding needed for the 5-Year CIP Plan is about $295.7 million. The second year funding needed is about 128.2 million.

DELEGATE EDMUND YAZZIE
We haven’t gotten resolutions of support from chapters for 0081-14 and so I asked for Council to remove.

SPEAKER PRO TEMP BATES
We need 16 votes to remove from council agenda. (There’s only 13 delegates on floor)
Calling for sponsor of 0091-14. (NO reply and so Council moves to next Legislation 0109-14)

Council now on 0109-14.
