If Division Director not appointed in six months then that person will not gain deferred compensation and other fringe benefits.

DIVISION OF NATURAL RESOURCES DIRECTOR FRED WHITE
I’ve been serving since June 1 and I haven’t been receiving Deferred Comp and won’t receive until confirmed.

RDC DELEGATE LEONARD PETE
We put Conditions of Appropriations and just hot air.

RDC CHAIRPERSON K. BENALLY
By end of second quarter, we put deadline, that if no appointment then no travel for President Shelly.

RDC VICE CHAIRPERSON ROSCOE SMITH
How is this Division of Natural Resources director position budgeted.

DNR FRED WHITE
position is political appointment.

PERSONNEL DEPARTMENT
42 PERCENT fringe benefit for regular employees which is based on Budget Instruction Manuel.

RDC VICE CHAIRPERSON R. SMITH
If no fringe used then where does it go?

PERSONNEL DEPARTMENT
If not used then it goes into the Personnel Lapse Fund.

DNR FRED WHITE
Obviously to my advantage to get confirmed. I’ve worked for nation for a long time and I’ve put 100 percent of comittment and my people. I try not to get too political even though I know it’s there. I’m not saying perfect. There are short comings.

RDC CHAIRPERSON K. BENALLY
RDC grants KB permission to send letter to Prez Shelly to appoint Fred White to DNR director.
We are also asking for the streamlining of the acquisition of private lands by the Navajo Nation.

The purchase of land is tedious.
RDC is concerned about Woodlands Development Fund and Forestry Department Director Alex Becenti will make report.

FORESTRY DEPARTMENT DIRECTOR ALEX BECENTI
WE submitted DRAFT Woodland Management Plan to Bureau of Indian Affairs several years ago but they have been going thru several changes in administration. But here is DRAFT Woodlands plan for 1.4 million of acres of Navajo Reservation wood lands. And as soon as BIA reviews, we will provide update when RDC ready.

DNR DIRECTOR FRED WHITE
RDC wanted identification of all gravel sites/pits. Minerals Department said report is ready and will make report when RDC ready.

RDC DELEGATE L. PETE
Will it include proposed gravel pits? And these pits need to be strategically located for next 2-3 years. There are some pits but they are located several miles from road.

LEGISLATIVE STAFF
Mineral Department submitted letter to RDC Chairperson K. Benally that report ready and ready to make report.

DNR DIRECTOR WHITE
The development of gravel pits are pretty intensive and Navajo Division of Transportation should get involved. And commercial gravel pits are very different from those owned and operated by individual Navajos.

over years I don’t know how many millions of dollars used to buy gravel.
