Navajo Council Delegate L.Tsosie says he doesn’t want to look “stupid” in front of Chief Justice

The Council took a lunch break and now they are back in session. It is now 2:01 p.m.

SPEAKER PRO TEMP LORENZO BATES
Mr. Tsosie made request to have Navajo Supreme Court Chief Justice Herb Yazzie address the Council but the Council will have to suspend floor rules to hear report from chief justice. And so I’ll leave that up to Mr. Tsosie and amend the agenda before chief justice gets here.
We have 16 legislation left.

DELEGATE LEONARD TSOSIE
I was hoping to put to consent because suspension of rules requires 16 votes. and i don’t know if i’ll get the 16 votes and i don’t want to look stupid in front of him.

SPEAKER PRO TEMP BATES
Show of hands for consensus for Chief Justice to present.

A majority of the Council votes to suspend their floor rules and hear from Chief Justice Herb Yazzie whenever he arrives at the Council.

what is before you relates to various tribal taxes and often interest groups to council to increase tax for certain initiatives. and the navajo nation has always been asked to consider these types of legislation. there is voting requirement regarding these types of legislation which is simple majority. this legislation amends certain portions of tax laws by increasing voting requirement to amend taxes to 2/3 vote instead of by simple majority.

during the Naabik’iyati Committee debate, there were recommendations for this amendment.
