Naabik’iyati Committee skips BCDS and OnSat report

Naabik’iyati Committee votes to go to Legislation 0012-14, which is sponsored by Delegate Walter Phelps.

DELEGATE WALTER PHELPS
there is one bill in Senate and House and under review as we speak and the anticipation is these bills may get approved very shortly and the interest we have is that language could be added, Water Management Act of 2013. So want to ask language for additional scope of work by Army Corp of engineers along Little Colorado. I understand that under former agreements with ARmy Corp of Engineers that there is need for more studies for flooding prevention of buildings especially in Leupp. Access routes are also blocked during heavy rain and snow in the community which strands residents. We met with Rep. Ann Kirkpatrick and she supports additional language. WE also have Little Singer School located near flood plain and that is of great concern.

DELEGATE ALTON SHEPHERD
Other reservation communities are also impacted by flooding and so I ask that other communities be included. And there is time because this legislation is needs Council approval.

DELEGATE PHELPS
I think it’s possible but we need to be careful about language being too specific in LEGISLATION 0012-14

DELEGATE LORENZO CURLEY
When talking Little Colorado draining system, Lupton Chapter passed legislation that expressed similar concerns. The people that live along river/flood plain areas needed emergency assistance and so the chapter had to provide financial assistance regarding erosion. I’d like to make amendment to Heading, after word, River, insert two words, Drainage System, which would recognize Black Creek without specifically mentioning those rivers. Delegate Witherspoon seconds Curley’s motion.
