Speaker Pro Temp ruling challenged and voted down

Naabik’iyati Committee having very heated debate on Delegate Edmund Yazzie’s Legislation 0091-14 to nullify Resources and Development Committee legislation that created RDC Subcommittee to draft agreement with URI for in-situ uranium mining demonstration project near Church Rock, NM.

SPEAKER PRO TEMP BATES RULES FOR LEGISLATION 0091-14 TO RETURN TO RDC, THEN NAABI, THEN COUNCIL.

DELEGATE DANNY SIMPSON
Challenge Speaker Pro Temp Bates ruling to send Legislation 0091-14 back to RDC. SECOND BY DELEGATE LORENZO CURLEY

DELEGATE LEONARD TSOSIE
I know come to vote and i urge you to be careful of your vote cuz you will be advocting lawlessness and circumventing process and if you do that then don’t object to committee considering things that they are not authorized to do and not accepting committee actions. i didnt’ lobby. i just wrote memo saying this is what we are going thru.

DK if Simpson and E. Yazzie overpowering Naabi which is why we need to look at this in serious way.

And Delegate Apachito asked to have it deleted.

DELEGATE APACHITO (Sponsoring RDC legislation to rescind RDC legislation that created Subcommittee)
I didn’t do that.

DELEGATE TSOSIEA
yes you did and it’s alive only because RDC Chairperson Katherine Benally kept it alive. We can sponsor anything we want and the legislation to create Subcommittee was for public involvement. Each delegate has authority to sponsor whatever legislation they want.

BATES EXPLAINS
YES, 4
NO, 7
so Legislation 0091-14 stays with Naabi
