Referendum to return Navajo people as governing body, not Navajo Council

Naabik’iyati Commmittee now on LEGISLATION 0123-14: An Action Relating to Law and Order, Naabik’iyati and the Navajo Nation Council; Referring a Referendum Measure on Amending 2 N.N.C. §102 (Sponsor: Honorable Jonathan Nez)
The proposed language is to amend Navajo law so taht “all powers originate from the Navajo people, and powers not delegated are reserved to the People.

DELEGATE JONATHAN NEZ
The idea is to get this on ballot for General Election in November. Last time voted, it was split vote and Speaker Naize voted to oppose. There was heated discussion and we owe to Navajo people to address and give citizens opportunity to have comprehensive government reform.

there are a lot of advocates that have ability to instill hope to people, some respect, postive outlook for nation as whole. As elected officials we do tat but there are grass roots pple that can do that too.

this will move forward to Council summer session.

if get on ballot this will be sign to constituents that their government supports real change.

DELEGATE LORENZO CURLEY
AMENDMENT 1 – This change that is being proposed should properly be in Navajo Bill of Rights.

DELEGATE TSOSIE
We trying to figure out how to recodify Navajo laws and so I support Curley’s amendment.

QUESTION OF PRIVILEGE – DELEGATE JOSHUA BUTLER
Have Curley restate his amendment.

CURLEY
Nez wants referendum to amend Title 2 and my proposal is for referendum to add to Navajo Bill of Rights. There are 9 sections and the language he proposes would be section 10. It won’t delete or change anything.
