Nez & Lizer requesting $7.1M for their office for 2022 Budget & Council wants $17.2M, 10 am, 8.12.21

Greetings Relatives/Frens/Humans, during the Navajo Council Naabik’iyati Committee debate on LEGISLATION 0156-21: which seeks Naabik’íyáti’ Committee; Approval and its Recommendation to the Budget and Finance Committee of President Jonathan Nez & Vice President Myron Lizer’s Proposed Fiscal Year 2022 Budget for about $7.1 MILLIOJN for their Executive Offices, there was a move in the Naabik’iyati to TABLE the proposed 2022 budget of $7.1M for Nez & Lizer, along with LEGISLATION 0157-21: which also seeks the approval & recommendation by Naabik’íyáti’ Committee to the Budget & Finance Committee of the Fiscal Year 2022 Budget of about $17.2 MILLION for the Navajo Nation LEGISLATIVE Branch, BECAUSE the proposed BUDGETS for Nez, Lizer & the Council had not gone through the annual budget process, which includes review by the Council’s standing committees.

Speaker Seth Damon is sponsoring both budget bills – LEGISLATION 0156-21 and 0157.21

It is now 4:41 pm, 8.12.21, and Nez & Lizer executive staff assistant Chris Bahe said that the Navajo Council Naabik’iyati Committee gave a Do Pass to Nez & Lizer proposed $7.1 MILLION 2022 Budget for their office & other offices in the Navajo Nation Office of the President & Vice President.

nez&lizer have a proposed budget for Dine’ Youth Advisory Council. It’s $50,000. I posted the nez&lizer proposed 2022 $7.1 MILLION for their office, which includes $50,000 for Youth Advisory Council, on my blog, Marley Shebala’s Notebook. Chris Bahe, executive office executive staff assistant, alerted me to the $50,000 for Dine’ Youth Council. Ahe’hee Chris. I hope this means I can FINALLY get some ANSWERS to several QUESTIONS that include Whether nez&lizer wud be Replenishing the Hardship Assistance Program with ARPA, According to Acting Controller Elizabeth Begay, if the estimated 9,000 Dine’, who did not apply for Hardship Assistance Phase One, apply for HA Phase Two, they will probably receive about $450 in HARDSHIP ASSISTANCE. And again, Chris, Sorry for the Error & Ahe’hee for Pointing it Out!

VERY INTERESTING nez&lizer proposed 2022 budget…nez&lizer are asking for about $3.4 MILLION for just their office. The proposed $7.1M for Navajo Nation Executive Offices, includes the $3.4m for nez& lizer, $50,000 for Dine’ Youth Advisory Council, $1.8M for Washington, DC Office; $492,006 for Navajo Hopi Land Commission Office; $204,836 for Miss Navajo Office; $351,898 for Telecommunications Regulatory Office; $507,361 for nez-lizer protection services; $150,000 for First Lady Office; & POSSIBLY $150,000 for Dine’ Uranium Remediation Advisory Committee. PROPOSED GRAND TOTAL $7,099,544

Budget was almost Tabled cuz didn’t go thru Navajo Budget Process BUT nez&lizer attorney Dana Bobroff saved nez&lizer by saying that if naabi, which has FINAL APPROVAL or DISAPPROVAL of nez&lizer 2022 Budget, tables nez&lizer that it will die. Hi Marley. Good afternoon! The Exec Offices did budget for the NN Youth Advisory Council. Their proposed budget for FY 2022 is at $50,000. The exhibits do show the allocations for the Exec. Offices. They were shown on the Zoom screen shared by NN Council.

Chris Bahe I found it. It looks like Youth Council & Dine’ Uranium sharing $50,000 and $150,000 . But the BUDGET under Youth Council for Dine’ Uranium Remediation has no Number, & in the place of a budget #, it says NEW. And next to NEW is Dine’ Uranium Remediation Council. Is the $150,000 being Questioned because it has no Plan of Operation, which is why there is NEW, instead of Budget #?

Marley, the Youth Advisory Council and Dine’ Uranium Remediation Advisory Commission are separate programs and will have separate funds. The DURAC was established in 2017. They utilized alternate funding from that point until FY 2021. Now they have to shift to using general funds and that is why they have “NEW” next to their budget because they will be assigned a new internal business unit for their commission.

The Navajo Nation Youth Advisory Council has been funded since 2018. Each year they’ve gotten an allocation. I cannot answer why the NNYAC has not had a plan of operation, however, it seems this is the first time it’s been brought up.

Chris Bahe Now I understand why I misunderstood; DYAC has No Plan of Operation but has a Budget. The Appropriations Act requires Plans of Operation for Budgets to be funded…unless Council waives. So did Naabi Pass proposed 2022 $7.1M for Nez & Lizer Executive Offices and send to Budget & Finance Committee?
