10:51 am, 7.8.22, and Navajo Council Delegate Daniel Tso is asking for a statement from the Navajo Dept of Justice regarding how funds for the Navajo Veterans Administration will be distributed to the veterans organizations 110 Chapters’ Summer Youth Employment Program that were approved by the Navajo Council are to be distributed among the 110 chapters.
Navajo Council Delegate Eugenia Charles-Newton says veterans are being told that there will be a Decrease $4 million to $6 million with 50-50 formula and so I am Requesting a Report from the Navajo Dept of Justice, Navajo Office of the Controller.
Charles-Newton’s motion is seconded by Navajo Council Delegate Jamie Henio
Delegate Daniel Tso asks Charles-Newton to add Report from Navajo VA. Charles-Newton agrees.

11:15 am, 7.8.22, and Navajo Council Delegate Amber Kanazbah-Crotty says she wants to hear from Delegate asking for Report from Navajo VA director James Zwierlein, who blames everyone else for problems within the Navajo VA, degrades Navajo veterans, exhibits unstable behavior while making decisions for the Navajo Nation’s veterans; is condescending to the Navajo Nation Council and its standing committees.
On Tuesday, three days ago, Zweirlein asked to be on the Budget & Finance Committee agenda and his report was inappropriate, condescending to Navajo. And at the beginning, Zweirlein provided a story about a juvenile with self harm and unclear why that story was presented. Who is VA director talking about or why is he telling the Budget & Finance Committee about an unnamed juvenile holding a knife and cutting himself.
Zweirlein shud be banned from Council. We and Veterans have reported Zweirlein to Nez&lizer but they continue to allow Zweirlein to continue to bully veterans.
Legislative Staff needs to provide statements from Zweirlein about what he reported to the Budget & Finance Commttee. The Navajo Council shud Strip Zweirlein of all authorities. Not speak to veterans, other tribes, federal government. He does not speak for all the veterans.
“I was appalled with statements made by Zweirlein to the Budget & Finance Committee. There are delegates unaware of what Zweirlein is sharing with veterans on how the veterans’ funds will be distributed to the Navajo Nation ‘s 110 chapters’ veterans organizations,” Charles-Newton stted. “We need to understand shortfall. Zweirlein stated on record to the Norther Navajo Veterans Organization that 50-50 formula is illegal and so Northern Agency Veterans Organizations will receive less funds. Veterans are reporting that they are submitting Reimbursement Forms to the Navajo VA and Zweirlein is not responding to their requests.

11:43 am, 7.8.22, and Navajo Council Delegate Amber Kanazbah-Crotty says to ask Navajo VA director James Zweirlein to report to the Naabikiyati after his show of disrespect to the veterans before the Budget & Finance Committee only increases trauma to veterans, their families, Gold Star Mothers created by Zweirlein.
The Naabik’iyati is voting on Hearing a Report on Zweirlein’s proposed distribution of 2023 Navajo Veterans Trust Fund from Zweirlein, Navajo Office of the Controller, Navajo Office of Management & Budget.
The vote is 8 in favor, 15 opposed. Motion Fails.

It’s High Noon, and the Navajo Council Delegates who claim to Support Veterans are Showing their true colors by asking to Delay a Report on the Navajo Veterans Trust Fund and how there could be between a $4 million and $6 million budget shortfall in the distribution of the 2023 Navajo Veterans Trust Fund.
Delegate Otto Tso says he supports hearing a Financial Report from the Navajo Office of the Controller on the 2023 Navajo Veterans Trust Fund distribution plan and possible budget shortfall.
But Budget & Finance Committee Vice Chairman Raymond Smith Jr. says the Report shud be heard during a Special Meeting on the 2023 Veterans Trust Fund so all the Presenters have time to provide a Complete Report.

It’s still HIgh Noon, and Navajo Council Delegate Jimmy Yellowhair, who repeatedly called for the Removal of Controller Pearline Kirk – as his wife worked in the Navajo Office of the Controller, is now Calling for More Time for Zweirlein, Acting Controller Elizabeth Begaye, Navajo Office of Management & Budget Dominic Beyal to get it together to have a Full Report on the 2023 Navajo Veterans Trust Fund. Delegate Herman Daniels supports Yellowhair call for more time for Zweirlein, begaye, Beyal to Get their Report together.
And now Delegate Otto Tso is saying that perhaps the Financial Report on the 2023 Navajo Veterans Trust Fund could be Behind Closed Doors.

It’s 12:58 pm, 7.8.22 and the Naabik’iyati Committee continues hearing an Update Report by the Naabik’íyáti’ Committee Tó Niłtolí Task Force per NABIAU-22-21. According to the Naabik’iyati agenda, the Report is to include a brief history of the Glen Canyon Dam area, as well as, updates on area water levels, safety and economic issues within the Antelope Point Marina, tribal consultation challenges, and other task force findings. Presenter(s): Chairman Paul Begay, Jr., and Vice Chairman Leonard Tsosie, a former Navajo Council delegate, who supported In-situ Uranium mining near Church Rock, NM when he was a Council Delegate.

it’s 1 pm, 7.8.22, and former Navajo Council Delegate Leonard Tsosie, who is chairman the Navajo Council Naabik’íyáti’ Committee Tó Niłtolí Task Force, is Promoting COAL MANAGEMENT around Glen Canyon Dam & Antelope Point Marina with the City of Page. WTH! Nez&lizer appointed former Delegate Leonard Tsosie to the Naabik’íyáti’ Committee Tó Niłtolí Task Force. Tsosie also says that the Navajo Nation could generate Billions from the Development of lands around Glen Canyon Dam and Antelope Point. He says NTUA has access to Glen Canyon Dam hydro-power & so if that process ends cuz of drought, NTUA is cut off…
Interesting. I didn’t know that NTUA was getting Power from Glen Canyon Dam. And so if NTUA was getting Power from Glen Canyon Dam, did that create Profit for the Non-Profit NTUA? And if there was a Profit, was it passed onto the Navajo people?
Former Delegate Leonard Tsosie leaves that Information out, and concentrates on how NTUA will be Hurt by drought…Good Grief. Why is nez&lizer appointee Leonard Tsosie concerned about NTUA? what about the Impact of the Drought to the Navajo people, agriculture, livestock, Homeland – All of Life on our Homeland.

it’s 1 pm, 7.8.22, and former Navajo Council Delegate Leonard Tsosie, who is vice chairman the Navajo Council Naabik’íyáti’ Committee Tó Niłtolí Task Force, is Promoting COAL MANAGEMENT around Glen Canyon Dam & Antelope Point Marina with the City of Page. It’s 3:40 pm, 7.8.22, and it’s getting SCARY. Once again, former Navajo Council Delegate Leonard Tsosie with the help of a Directive from Budget & Finance Committee Vice Chairman Raymond Smith Jr., a nez&lizer supporter, is Pushing the Navajo Council Naabik’iyati Committee to attach Smith’s Directive that the Navajo Council Naabik;’iyati SUPPORTS the recommendations from the the Navajo Council Naabik’íyáti’ Committee Tó Niłtolí Task Force, regarding – Allowing the Navajo Council Naabik’íyáti’ Committee Tó Niłtolí Task Force, which has Leonard Tsosie as it’s vice chairman, to Represent the Navajo Nation before U.S. Interior Secretary Haaland regarding on the COAL DEVELOPMENT & OTHER DEVELOPMENT of Dine’ land around Glen Canyon Dam & Antelope Point! Leonard Tsosie has the same thinking as nez&lizer regarding our Homeland; all they see is Money! This is our Home. How Dare they sell our Home without Notifying Us!! Without our CONSULTATION.
The Dine’ have the RIGHT to a COPY of the RECOMMENDATIONS from the Navajo Council Naabik’íyáti’ Committee Tó Niłtolí Task Force on What their Plan are to make Money from our Homeland in the Glen Canyon Dam & Antelope Point area Is this MONEY returning to the Dine’ communities in Glen Canyon Dam & Antelope Point. When did the Navajo Council Naabik’íyáti’ Committee Tó Niłtolí Task Force hold PUBLIC MEETINGS on the recommendations from the Navajo Council Naabik’íyáti’ Committee Tó Niłtolí Task Force.
Leonard Tsosie is really PUSHING for the Naabik’iyati to approve Budget & Finance Committee Vice Chairman Raymond Smith Jr. directive that the Naabik’iyati/Navajo Councl/Navajo Nation Supports the Recommendations of Navajo Council Naabik’íyáti’ Committee Tó Niłtolí Task Force so they get to work & TRAVEL to Washington DC to TALK.
Leonard Tsosie tells the Naabik’iyati that if the Navajo Council Naabik’íyáti’ Committee Tó Niłtolí Task Force, goes to Washington without the Naabik’iyati Approving B&F Vice Chairman Smith’s Directive that Says that the Naabik’iyati supports the Recommendations of the Navajo Council Naabik’íyáti’ Committee Tó Niłtolí Task Force that the Task Force will be asked if they represent “Navajo Nation leadership.”

It’s 4:20 pm, 7.8.22, and Navajo Council Delegate Mark Freeland says he totally understood the report by Leonard Tsosie, vice chairman of the Naabik’íyáti’ Committee Tó Niłtolí Task Force, on the Development of the Glen Canyon Dam & Antelope Point, Water Rights, and getting land returned from the National Park Service.

It’s 4:24 pm, 7.8.22, and Navajo Council Delegate Paul Begay, chairman of the Navajo Council Naabik’íyáti’ Committee Tó Niłtolí Task Force, says they need funding for the five-member Advisory Committee. Former Council Delegate Floyd Steven sits on the Advisory Committee. Begay thanks Delegate Mark Freeland for his words of support.
FYI – Paul Begay is also a nez&lizer supporter. And Leonard Tsosie was among the 88 Navajo Council Delegates to have criminal charges filed against him regarding the theft of more than $30 million from the Navajo Council Discretionary Fund/Emergency Assistance for Veterans, Students, Elders, Handicapable.
Leonard Tsosie says that since the Navajo govt is in its Annual Budget season that there could be a Directive for the B&F to locate Funds for the Advisory Committee.
Budget & Finance Committee Chairman Jamie Henio wants question answered regarding taxes at Antelope Point. Those taxes are money slipping away and Arizona takes advantage of that.

It’s 4:38 pm, 7.8.22, and Budget & Finance Committee member Amber Kanazbah Crotty asks how nez&lizer staff assistant Leonard Tsosie was appinted to the Navajo Council Naabik’íyáti’ Committee Tó Niłtolí Task Force..
Leonard Tsosie says that based on his prior experience, he Volunteered to be on the Navajo Council Naabik’íyáti’ Committee Tó Niłtolí Task Force and nez took that in consideration when he appointed Leonard Tsosie to the Navajo Council Naabik’íyáti’ Committee Tó Niłtolí Task Force. Leonard Tsosie says that the Task Force voted him as vice chairman. “I appreicate support from nez,” Leonard Tsosie says.
Navajo Water Rights Commission and Navajo Dept of Justice Water Rights have not been meeting with the Navajo Council Naabik’íyáti’ Committee Tó Niłtolí Task Force, according to Justice Dept attorney.
Leonard Tsosie is up to ole tricks…In response to the statement by Justice Dept attorney that the Task Force never met with the Water Rights Commission and Justice Dept Water Rights Unit to hear their ongoing Water Rights strategy, he claims that the Task Force didn’t meet with Water Rights Commission & Navajo Justice Dept Water Rights Unit because the Task Force did not want to Intefer with their work.
Delegate Crotty reminds Leonard Tsosie that his whole presentation on behalf of the Navajo Council Naabik’íyáti’ Committee Tó Niłtolí Task Force was Water Rights.

It is 5:10 pm, 7.8.22 and Legislative attorney MARIANA KAHN reports to Naabik’iyati that B&F vice chairman Raymond smith Directive is to communicate with DOI, to invite the DOI to canyon area, work with Navajo leadership.
Kahn adds that Budget & Finance Committee vice chairman Raymond smith made motion & delegate eugene tso seconded.
The Directive is discussed more and the Directive is for the Task force to have a meaningful consultation with DOI staff and Secretary to communicate parcel b returned to NN in trust status, invite SOI, NPS for tour parcel B in glen canyon area. Task force work with leadership and provide written & oral reports to Naabi.
Navajo Council Delegate Carl Slater questions Directive as to whether Navajo withdrew parcel B. Thought it was taken without Navajo consent.
Legislative attorney Marian Kahn says that questions goes to Navajo Dept of Justice.
NDOJ says 1955 legislation swapped parcel B for McCraken Mesa and was part of Navajo Nation and that land transferred to federal govt. I think there have been lot of discussion of 1955 legislation regarding whether land transfer proper so need more discussion between Navajo justice and Council cuz more complicated and to work out issues.
Delegate Carl Slater says Throwing together a directive now in a couple hours may come back to bite us. And we shouldn’t put so much info into our directive cuz we don’t know how it will affect those issues regarding Parcel B and land exchange.
Delegate Daniel Tso says the Naabik’iyati needs to understand that the Directive says the Task Force can do the Navajo Council’s Consulting and the Council has never given that Authority away, especially when the Directive could also mean that President Nez could consult on Behalf of the Navajo Council with the federal government. Tso asks Delegates Raymond Smith & Eugene Tso to withdraw their motion for a Directive.

It’s 5:22 pm, 7.8.22, and Delegate Raymond Smith argues that his Directive is for the Naabik’íyáti’ Committee Tó Niłtolí Task Force to Negotiate on behalf of the Navajo Nation and so he is not withdrawing his motion for the Naabik’iyati to approve his Directive.

It is 5:30, 7.8.22, and the Naabik’iyati Committee votes 16 in favor, 4 opposed on Directive for the Naabik’íyáti’ Committee Tó Niłtolí Task Force to CONSULT with US Secretary Haaland, Dept of the Interior, the federal government regarding Glen Canyon Dam & Antelope Point.

Budget & Finance Committee Chairman Jamie Henio asks for a Directive to Direct NDOJ for legal opinion on Arizona taxes on Glen Canyon Dam & Antelope Point and whether Navajo Nation could receive a portion of those taxes.
Naabik’iyati votes 19 in favor, zero opposed on Delegate Jamie Henio’s directive:

It’s 5:50 pm, 7.8.22, and the Naabik’iyati Committee adjourned without Hearing Report on How Navajo VA director James Zweirlein proposes to distribute 2023 Navajo Veterans Trust Fund, which could result in a $4 million to $6 million budget shortfall in the budgets for the Navajo Veterans Organizations at the 110 chapters.
Health, Education & Human Services Committee Vice Chairman Carl Slater informed the Naabik’iyati that the HEHS Committee has a Report on How Navajo VA director James Zweirlein proposes to distribute 2023 Navajo Veterans Trust Fund, which could result in a $4 million to $6 million budget shortfall in the budgets for the Navajo Veterans Organizations at the 110 chapters.
