And on their agenda are Legislation to BAIL OUT the Nez&lizer Division of Economic Development & Navajo Tourism Dept. And the BAIL OUT is basicially a BLANK CHECK TOO.

11:15 am, 7.8.22, and Navajo Council Delegate Amber Kanazbah-Crotty says she wants to hear from Delegate asking for Report from Navajo VA director James Zwierlein, who blames everyone else for problems within the Navajo VA, degrades Navajo veterans, exhibits unstable behavior while making decisions for the Navajo Nation’s veterans; is condescending to the Navajo Nation Council and its standing committees.
On Tuesday, three days ago, Zweirlein asked to be on the Budget & Finance Committee agenda and his report was inappropriate, condescending to Navajo. And at the beginning, Zweirlein provided a story about a juvenile with self harm and unclear why that story was presented. Who is VA director talking about or why is he telling the Budget & Finance Committee about an unnamed juvenile holding a knife and cutting himself.
Zweirlein shud be banned from Council. We and Veterans have reported Zweirlein to Nez&lizer but they continue to allow Zweirlein to continue to bully veterans.
Legislative Staff needs to provide statements from Zweirlein about what he reported to the Budget & Finance Commttee. The Navajo Council shud Strip Zweirlein of all authorities. Not speak to veterans, other tribes, federal government. He does not speak for all the veterans.
“I was appalled with statements made by Zweirlein to the Budget & Finance Committee. There are delegates unaware of what Zweirlein is sharing with veterans on how the veterans’ funds will be distributed to the Navajo Nation ‘s 110 chapters’ veterans organizations,” Charles-Newton stted. “We need to understand shortfall. Zweirlein stated on record to the Norther Navajo Veterans Organization that 50-50 formula is illegal and so Northern Agency Veterans Organizations will receive less funds. Veterans are reporting that they are submitting Reimbursement Forms to the Navajo VA and Zweirlein is not responding to their requests.

11:43 am, 7.8.22, and Navajo Council Delegate Amber Kanazbah-Crotty says to ask Navajo VA director James Zweirlein to report to the Naabikiyati after his show of disrespect to the veterans before the Budget & Finance Committee only increases trauma to veterans, their families, Gold Star Mothers created by Zweirlein.
The Naabik’iyati is voting on Hearing a Report on Zweirlein’s proposed distribution of 2023 Navajo Veterans Trust Fund from Zweirlein, Navajo Office of the Controller, Navajo Office of Management & Budget.

It’s High Noon, and the Navajo Council Delegates who claim to Support Veterans are Showing their true colors by asking to Delay a Report on the Navajo Veterans Trust Fund and how there could be between a $4 million and $6 million budget shortfall in the distribution of the 2023 Navajo Veterans Trust Fund.
Delegate Otto Tso says he supports hearing a Financial Report from the Navajo Office of the Controller on the 2023 Navajo Veterans Trust Fund distribution plan and possible budget shortfall.
But Budget & Finance Committee Vice Chairman Raymond Smith Jr. says the Report shud be heard during a Special Meeting on the 2023 Veterans Trust Fund so all the Presenters have time to provide a Complete Report.

It’s still HIgh Noon, and Navajo Council Delegate Jimmy Yellowhair, who repeatedly called for the Removal of Controller Pearline Kirk – as his wife worked in the Navajo Office of the Controller, is now Calling for More Time for Zweirlein, Acting Controller Elizabeth Begaye, Navajo Office of Management & Budget Dominic Beyal to get it together to have a Full Report on the 2023 Navajo Veterans Trust Fund. Leonard Tsosie says that the Task Force voted him as vice chairman. “I appreicate support from nez,” Leonard Tsosie says.
Navajo Water Rights Commission and Navajo Dept of Justice Water Rights have not been meeting with the Navajo Council Naabik’íyáti’ Committee Tó Niłtolí Task Force, according to Justice Dept attorney.
Leonard Tsosie is up to ole tricks…In response to the statement by Justice Dept attorney that the Task Force never met with the Water Rights Commission and Justice Dept Water Rights Unit to hear their ongoing Water Rights strategy, he claims that the Task Force didn’t meet with Water Rights Commission & Navajo Justice Dept Water Rights Unit because the Task Force did not want to Intefer with their work.
Delegate Crotty reminds Leonard Tsosie that his whole presentation on behalf of the Navajo Council Naabik’íyáti’ Committee Tó Niłtolí Task Force was Water Rights.

It is 5:10 pm, 7.8.22 and Legislative attorney MARIANA KAHN reports to Naabik’iyati that B&F vice chairman Raymond smith Directive is to communicate with DOI, to invite the DOI to canyon area, work with Navajo leadership.
Kahn adds that Budget & Finance Committee vice chairman Raymond smith made motion & delegate eugene tso seconded.
The Directive is discussed more and the Directive is for the Task force to have a meaningful consultation with DOI staff and Secretary to communicate parcel b returned to NN in trust status, invite SOI, NPS for tour parcel B in glen canyon area. Task force work with leadership and provide written & oral reports to Naabi.
Navajo Council Delegate Carl Slater questions Directive as to whether Navajo withdrew parcel B. Thought it was taken without Navajo consent.
Legislative attorney Marian Kahn says that questions goes to Navajo Dept of Justice.
NDOJ says 1955 legislation swapped parcel B for McCraken Mesa and was part of Navajo Nation and that land transferred to federal govt. I think there have been lot of discussion of 1955 legislation regarding whether land transfer proper so need more discussion between Navajo justice and Council cuz more complicated and to work out issues.
Delegate Carl Slater says Throwing together a directive now in a couple hours may come back to bite us. And we shouldn’t put so much info into our directive cuz we don’t know how it will affect those issues regarding Parcel B and land exchange.
Delegate Daniel Tso says the Naabik’iyati needs to understand that the Directive says the Task Force can do the Navajo Council’s Consulting and the Council has never given that Authority away, especially when the Directive could also mean that President Nez could consult on Behalf of the Navajo Council with the federal government. Tso asks Delegates Raymond Smith & Eugene Tso to withdraw their motion for a Directive.
