Navajo Government Development Commission thinks Indigenous Nation-Building

HERE AT NAVAJO GOVERNMENT DEVELOPMENT OFFICE IN WINDOW ROCK, ARIZ., WHERE NAVAJO GOVERNMENT DEVELOPMENT COMMISSION IS CONTINUING THEIR “INDIGENOUS NATION BUILDING: LEADERSHIP, GOVERNANCE, CONSTITUTION, AND DEVELOPMENT SUCCESS” SEMINAR BY DR. MANLEY BEGAYE JR.

Constitute is to compose, like a song; To bring together pieces into a whole.

Some Constitutional Questions: Where do the rules come from that determine how you govern? Are the rules consistent, or do they change when the leadership changes? Does everybody understand what the rules are? Do they support them? Who really holds the power?

Ideally, a Constitution provides answers to such questions such as these: How is the nation organized politically? Who has the rights, obligations and authority? Who, when and where can that authority be exercised? How are disputes settled, including those over authority itself? How can the rules (including the Consitution) be changed?
