Navajo Council work session on URI is definitely July 18

Navajo Council Naabik’iyati Committee finally got a quorum at about 1:15 p.m. today, July 17, 2014. Delegate Walter Phelps did the innovation. And then the Committee went to Announcements.

DELEGATE LEONARD TSOSIE
I Talked with Delegate Edmund Yazzie to defer work session on Uranium Resources Inc. and Council action. And there might be a request for special council session which would allow Delegate E.Yazzie to present his LEGISLATION 0091-14. And so I Respectfully ask to defer work session on July 18 and Yazzie’s legislation from Council’s summer session.

(NOTE – LEGISLATION 0091-14 WOULD RESCIND AND NULLIFY THE RESOURCES AND DEVELOPMENT COMMITTEE LEGISLATION THAT CREATED A SUBCOMMITTEE TO DRAFT AN AGREEMENT WITH URI FOR AN IN-SITU URANIUM MINING DEMONSTRATION PROJECT NEAR CHURCH ROCK, NM)

COMMITTEE LORENZO BATES
You can motion since directive came from Naabik’iyati Committee.

DELEGATE LORENZO CURLEY
Task force on $554 million Settlement meeting is scheduled at 8 a.m. on July 23 before council session.
Next Tuesday, july 22, apache county supervisor meeting regarding transfer of liquor license. Anticipate large crowd. And if want to speak the limit is 23 minutes, get there early to address supervisors.

DELEGATE EDMUND YAZZIE
7 am WALK to mark anniversary of uranium tailings spill in Church Rock down Red Pond Road on July 19.
And regarding Delegate Leonard Tsosie’s request to defer worksession on URI and my legislation, I understand delegates busy and in all fairness, we all need to be informed. But my legislation continues forward. I’m Okay with deferring work session.

ADOPTED AGENDA WITH VOTE OF 13 IN FAVOR, 0 OPPOSED

DELEGATE LEONARD TSOSIE
We had long discussion on Delegate Edmund Yazzie’s Legislation and there was call for a work session on URI. And there is some interesting information that we will be presenting. But we feel that there won’t be very many delegates at tomorrow’s work session. I talked with Delegate Yazzie and I thought he agreed to deferring both work session and his legislation.
SECONDED by Delegate Jonathan Nez

COMMITTEE CHAIRPERSON PRO TEMP LORENZO BATES
The Committee can defer work session on URI but it would be up to Delegate E.Yazzie to remove his legislation from Council agenda because by statute his legislation moves forward.

DELEGATE EDMUND YAZZIE
Work session deferment is fine but I ask that my legislation move forward.

DELEGATE NELSON BEGAYE
Some of us take our job seriously and so we’ll be here. And i support the changing of meeting dates.

DELEGATE LEONARD TSOSIE
I hate to say this but Delegate Edmund Yazzie agreed. And so we might as well go forward with work session and we will have to go into executive session cuz there are some serious issues that will be presented at work session. I hope many of you show up cuz there will be a serious revelation. So i withdraw my motion to defer work session.
