Navajo Council serve staggered terms?

NAVAJO COUNCIL ON LEGISLATION 0025-14, AMEND TITLE 2 OF NAVAJO CODE, SECTIONS 105 AND 1002.

The way I made Amendment 1 was based on Delegate Leonard Tsosie’s comment that we need 16 years to make changes. We shouldn’t have to take that much time. I think two term limit would be an incentive.
And will President Shelly veto this because he’s already served four terms.
Perhaps 0025-14 should have been presented in mid-year.

There also was discussion for staggered terms for Council. I think since the reduction of 88 to 24 there is more responsibility for 24. I support 12 delegates continue and election of next 12 following year. and also do for chapter officials. that would provide continuity. Page 2, Line 3 amendment to add new line D, read Council delegates shall be elected bi-annually for staggered terms. And random lot will determine delegates serving two year term and delegates serving four year term.
