Navajo Council re-voting

HERE AT NAVAJO COUNCIL WHERE COUNCIL HAS GOTTEN ITSELF INTO A CORNER OVER SPEAKER PRO TEMP EDMUND YAZZIE RULING THAT LEGISLATION 0011-14 WHICH IS FOR COUNCIL TO APPOINT NEW SPEAKER IS OUT OF ORDER.

At 2:59, THE VOTE IS 10 IN FAVOR AND 10 OPPOSED, WHICH IS TIE VOTE.

LEGISLATIVE COUNSEL MARIAN KAHN
There was no majority vote so Speaker Pro Temp Yazzie ruling stands.

SPEAKER PRO TEMP YAZZIE
Law says Speaker Naize may vote and break tie.

DELEGATE DANNY SIMPSON
speaker is not presiding over council.

DELEGATE RUSSELL BEGAYE
As i understand, your ruling needed 13 votes so we need to more on.

DELEGATE K.BENALLY
POINT OF ORDER, by telling Speaker Naize not to vote, you are telling people that they cannot vote.

DELEGATE LEONARD TSOSIE
We are challenging your ruling and you should have recused yourself. And Speaker Naize shud not vote because this legislation is about him.

It is clear from questions that members don’t know what voted on. And question was challenge to Speaker Pro Temp ruling so there shud be re-vote. Green vote is for challenger.

There seems to be confusion over vote and I agree with Ms Kahn.
