Navajo Council Naabik’iyati debating Special Duty Pay, 2.25.21, 6:55 pm

Greetings Relatives/Frens/Humans: The Navajo Nation Council Naabik’iyati Committee is debating Legislation 0006-21, which is a Huge Document because 0006-21 is about the Reallocation of $1.5 Million in 2021 Budget funds that President Jonathan Nez line-item vetoed in December 2020, after the Council approved a 2021 comprehensive budget to operate the Navajo Nation government.

According to 0006-21, the presidential line-item vetoed $521,153 from the Navajo Council budget; $42,345 from the Budget & Finance Committee; $220,000 Office of Legislative Counsel, and $180,000 from the Navajo Election Administration.

Nez & Lizer have also proposed the Reallocation of Executive Branch Budgets that Nez line-item vetoed with the Navajo Nation Undesiganted, Unreserved Fund Balance, when the Council’s initial Appropriation was with federal CARES dollars..SMH It is now about 7:25 pm. The Nez & lizer amendment is more than 200 pages.

Naabi also debated a Proposed Amendment that Focused on Nez’s “illegal” use of the presidential line-item veto to Line-Item Veto 2012 Budget LANGUAGE, instead of Line-Item Budgets. The Proposed Amendment will be made after Naabi takes action on AMENTEMENT ONE which is what Nez-lizer administration proposed. Amendment One is more than 200 pages.

Naabi, short for Naabik’iyati, also Unanimously Accepted the verbal and written reports of Department of Dine’ Education (DODE) regarding how students and their family are handling Virtual School, especially those families dealing with No Internet & No Laptops, and Parents with No educational ability to be teachers. Naabi members also asked DODE officials how they are Gauging the Learning Level of Navajo students attending public schools, private schools,

Naabi voted 19 in favor, 1 opposed on Accepting the verbal Report from Navajo Nation Health Department regarding the Monitoring of Navajo citizens who are in non-Navajo Nation nursing homes off the Navajo Nation, especially after some Naabi members, who are Council delegates, were informed by their constituents about the Deaths of Relatives in nursing homes. Health Dept director Jill Jim, Ph.D., reported to Naabi that the Navajo Nation has not legal oversight for Navajo citizens in nursing homes that are off the Navajo Nation and not operated by the Navajo Nation. The Council approved a Navajo Nation Ombudsman position to monitor Nursing Homes & suggested to Jim that Nez-lizer administration immediately appoint a temporary Ombudsman to address the Concerns of Constituents regarding the Deaths of their Loved Ones/Elders in Nursing Homes.
