Navajo Council Naabik’iyati Committee refers 10 pieces of legislation to Council with one vote and then loses quorum

Still Here at Naabik’iyati Committee in the Council chambers in Window Rock, Ariz., where committee now on voting on ten pieces of proposed legislation that require Council final action.

Delegate Jonathan Nez, who just finished sponsoring Legislation 0123-14, made a motion for the committee to take one vote on ten pieces of legislation .

THE VOTE BY THE COMMITTEE ON NEZ’S MOTION WAS 8 in favor, 5 opposed, WHICH ALSO REFERRED THE TEN PIECES OF LEGISLATION TO THE COUNCIL’S SUMMER SESSION, WHICH IS SCHEDULED FROM JULY 21 TO 25.

The ten pieces of LEGISLATION on the Naabik’iyati Committee are 0147-14: Appointment of Quincy Natay to the Navajo Nation Gaming Enterprise Board of Directors for a One-Year term; 0148-14: Appointment of Tamara Begay to the Navajo Nation Gaming Enterprise Board of Directors for a Three-Year term; 0149-14: Appointment of Kristina Haskell to the Navajo Nation Gaming Enterprise Board of Directors for a Three-Year term; 0150-14: Appointment of Leah Claw to the Navajo Nation Gaming Enterprise Board of Directors for a Three-Year term; 0152-14: Probationary appointment of Malcolm P. Begay as Navajo Nation District Court Judge; 0179-14: Amending the ($554 million) Settlement Agreement between the Navajo Nation and the United Statesand Accepting the Current Trust Fund Account Balances as stated in the Periodic Statement of Performance; 0158-14: Changing the name Sheep Springs Chapter to Tooh Haltsooi Chapter and amending Title 11 of the Navajo Nation Code section 10(A); 0163-14: Amending Title 2 of the Navajo Nation Code section 164(A)(1) so that when specific Legislation is Withdrawn by the Prime sponsor that the same Legislation may not be subsequently presented by the Co-Sponsor; 0095-14: Approving amendments to Title 2 of the Navajo Nation Code sections 500 et seq and section 701 et seq; and 0134-14: Appointment of Nicole Johnny to the Commission on Navajo Government Development for a Two-Year term. The ten pieces of legislation are listed as AGENDA Items A to J.

We are beginning to do things lawlessly. one regarding trust fund is important and to do it this way and also the confirmation of the judge would put it in jeopardy and open committee action to legal challenge. and so i want committee chairperson pro temp bates to show when this type of voting on legislation was done by this committee.

When we did Title 2 amendments. there were about 30 amendments. I made amendment and there was motion to vote on all amendments. And we did again during Naabi meeting when Speaker Naize committee chairperson. at that time
