DELEGATE ALTON SHEPHERD
I recognize everyone here and the people listening and watching council from website. WE need to address our meeting place here. And I was told that in the Navajo way that it was the animals that were the first leaders. They went into the different directions and told to bring back something for the people that the people would use to prosper. So we need to bring back core values of leadership, communication for 23rd council. and i also distributed to you, my platform. i will work towards what is in my platform. i also provided you my resume. i have four main areas and i know there are enormous needs of people and to speak for people. but we need to ID certain areas and one is to work with finances and other is legislative process. the people continually remind us that we have rules and regulations. we should work towards legislative process that is effective for council and people. my message to 23rd council is equal. i sent them letter from my heart on my perspective of past four years and future four years. the incumbant delegates have always worked for people. and there is no shortage of accountability for all of us to give to our people. i have been married for 13 years and we have four beautiful daughters. i have law enforcement experience. today we are here to select speaker. the people wanted naatanni and four nominated. people decided to send the four into the four directions and return with what the people need in a leader. they returned with critical thinking, planning, life, reverence. we are 23rd council continue that legacy. since inauguration, many of you asked me to run for speaker and i asked you what you wanted and you said establish unquestionable accountability and pursue water rights, priority based budget, conservation alternatives for land, strengthen family values. let us remember that our people asked us to represent those that have not been born. i ask that we hold each other fairly and to hold each accountable.
