Navajo Council debating funding of special presidential election

Navajo Council now on Legislation 0249-14, which is funding Navajo Election Office for $286,247 for special presidential election.

DELEGATE LEONARD TSOSIE
Amendment to remove $286,247 and replace with $317,891.

DELEGATE DWIGHT WITHERSPOON, raises a POINT OF ORDER when Speaker Pro Tem Jonathan Hale allows Delegate Tsosie to speak on his amendment after Hale informs Council that Tsosie has used his time to speak.

POINT OF ORDER, ALTON SHEPHERD
There was no Second to my Motion to strike Budget and Finance committee amendment because there was a Tabling motion immediately after i made my Motion. and so under council rules, there cannot be two motions on the council floor at the same time.

CHIEF LEGISLATIVE COUNSEL HENRY
there was no second to Delegate Shepherd’s motion and Delegate Tsosie has second.

LEGISLATIVE DIRECTOR TOM PLATERO
after reading record of council on dec. 23, 2015, there was a second to Delegate Shepherd’s motion.

DELEGATE ALTON SHEPHERD
$286,247 and changed to $120,000 by Budget & Finance Committee but that was for furniture and not a special election.

SPEAKER PRO TEM HALE
With that clarification, Hale recognized Shepherd’s amendment regarding the Budget & Finance Committee’s amendment to 0249-14, which reduced the funding from $286,247 to about $120,000 for furniture only. Hale also informed Delegate Tsosie that his amendment to increase the $286,247 to $317,891 would be held in abeyance so the Council could return to it. Hale then called for a five minute recess so the language for the Amendments could also be clarified.
