Health, Education & Human Services Committee Chairman Daniel Tso asks if all Seven Positions are Filled.
Council Delegate Nathaniel Brown asks if the current Navajo VA housing manager would lose her job if the Council approves Legislation 0022-22, which establishes a program manager to administer the Veterans Housing Program.
Council Delegate Raymond Smith Jr asks again if Legislation 0022-22 will hold the construction of homes for veterans. Council delegate Otto Tso asks if he supports funding a employee position or carpenters.
It’s 1:30 pm, 7.21.22, and Delegate Otto Tso refers to council rules that says Delegates can comment on legislation. Delegate Kee Allen Begay is frustrated because nez&lizer and other Delegates are providing New Information about what’s happening in the Navajo VA office under Navajo VA director James Zweirlein.
Delegate Kee Allen Begay says his legislation has been up for Public Comment for months, years, and now the Council is FINALLY getting info from the Navajo VA director Zweirlein & Council delegates about the Navajo VA office. Delegate Kee Alen Begay says Navajo VA employees informed him that Zweirlein is moving Navajo VA staff around and delegating them temporary work assignments to make it appear that the Navajo VA office is fully staffed.

Read what Navajo VA director James Zweirlein reported to the Council’s Budget & Finance Committee on July 5, 2022, which was recorded and available for you to hear with your own ears. There is something seriously wrong with our Navajo VA director, who nez&lizer appointed, support & protect:
Nez and Lizer politically appointed Zweirlein as the Navajo Nation’s veterans’ administration director and approved a confidential six-year contract with Zweirlein even though they have a four-year administration.
Crotty’s call for Zweirlein’s authorities is be removed also included a demand for him to be “banned” from the Navajo Council, and for the defunding of his position, which she made before the Navajo Council’s top committee, the Naabik’iyati, when some Council delegates requested a verbal and written report from Zweirlein on the VA’s 2023 budget on July 8.
She recalled to the Naabik’iyati that Zweirlein’s July 5 report to the Budget and Finance Committee on the VA budget was “inappropriate, condescending to Navajo veterans.”
Crotty, who is a Budget & Finance member, said Zweirlein began his budget report with a story about a juvenile cutting himself with a knife.
“Zweirlein should be banned from the Council,” she said. “We and the veterans have reported Zweirlein to President Nez and Vice President Lizer, but they continue to allow Zweirlein to continue to bully veterans. Zweirlein should be stripped of all authorities to speak to the veterans, other tribes, and the federal government. He does not speak for all the veterans.”
In a Navajo Council recording of the July 5 B&F meetings, Zweilein reported, “The veterans need to know. It will make some of them upset, and they need to be upset. Please receive this report in the spirit in which it’s presented. If it makes you think, if it makes you engage in meaningful conversation, if you start asking the right questions, then it will have accomplished its goal.
“I need to give you a bit of context for this report, so I’m going to open with a brief story,” he said. “It’s a little graphic, but I’ll keep it at a PG 13 level. I had a stepson. He wasn’t my blood, but I loved him just the same. A few years back, I found him playing with a knife, a really sharp one. I tell him no son, it’s too sharp and you’ll hurt yourself. He starts crying and tells his mom.
“Mom tells me to give him the knife,” Zweirlein said. “I say he isn’t old enough and it’s sharp. He’s going to hurt himself. She replies to me, ‘He’s not your son. Just give it to him.’ So I give him the knife. Less than five minutes later, I see that he’s cutting himself, and there’s blood all over. I run over to him. I take the knife and I start applying first aid. He starts screaming for me to give him back the knife. His mom hears this, and she comes over. She ignores the facts that he’s covered in blood and tells me to give him back the knife and reminds me it’s her kid, not mine.
“She gives him back the knife and I continue to try to stop the bleeding,” he said. “No sooner than the knife is in his hands, and he starts cutting himself again. I stare in disbelief for a moment before taking away the knife one more time, now trying to stop bleeding in several spots, also, while trying to call for an ambulance.
“At the same time his mother is getting mad at me because I took his knife away again, and how could I let him hurt himself,” Zweirlein said. “She completely ignores the fact that I told her this is what he was going to do. She says, ‘He isn’t your son. You don’t get to tell im no, but you still need to look out for his wellbeing.’ The ambulance comes and takes him to the hospital. I went to the hospital because I still cared about this kid and I learned that there was severe nerve damage.
“He now gets to spend the rest of his life severely crippled,” he said. “The moral of the story that I want you to learn is that there are consequences to actions. Everyone needs to take responsibility for their actions and learn from them so as not to make the same mistakes. When people don’t want to listen to those who know best, the odds of bad things happening are increased significantly. Now I apologize for this picture that I just painted, but I needed to illustrate a point.”
Zweirlein noted to the B&F, “What I’m about to report to you looks just like that kid cutting himself over and over and not understanding that there are consequences to his actions. I’m going to report to you about the Veterans Trust Fund. You should recall the hoopla from last year surrounding how the budget was formulated. Individual veterans were, I’ll use the word complaining. Veterans’ organizations were passing resolutions all saying they wanted to have the budgets their way. All of them, and some delegates included, wanted to disregard Navajo Nation law in favor of what these individuals wanted.”
Crotty abruptly stops Zweirlein and asks B&F Chairman Jamie Henio to advise Zweirlein to keep the “decorum. This is a formal meeting; it’s not the Jerry Springer show, and these types of scenarios that are being presented are the director’s opinion and are very disrespectful to our veterans. And I will not tolerate it.”
Henio advised Zweirlein to just present a budget report.
Zweirlein reports that a 60% reduction in the Navajo VA budget for veterans’ services is because the Navajo Controller’s Office miscalculated how the Navajo Veterans Trust Fund annual interest, which funds the 2023 VA budget, and the Navajo Justice Department found that unexpended funds in the 2022 VA budget may have been carried-over illegally into the 2023 VA budget.
“So what I wanted to make sure that the committee heard today is that giving the veterans exactly what they have asked for, what I have been directed to do, this is the result, a decrease of $2.8 million in available financial assistance going into fiscal year ’23,” he reported to the B&F. “And I wanted to make the committee aware that this is no longer the fault of the NN VA. We talk decorum and I agree. But I will not sit quietly anymore and be blamed for circumstances that are no longer mine. So I ask of this committee please be advised…”
Crotty interrupts Zweirlein again and asks Henio to direct Zweirlein to submit a written budget report because Zweirlein’s opinions are “to hurt our veterans.” She tells Zweirlein, “This committee should not stand for what you say.”
The B&F do not vote on Zweirlein’s report because none of the B&F members seconded a motion by B&F member Jimmy Yellowhair to accept Zweirlein’s report.
It’s 1:44 pm, 7.21.22, and Law & Order Committee chairwoman Eugenia Charles-Newton tells the Speaker, “if we can organize trail ride with water, food, a tent, we can quickly meet with the Navajo veterans.”
Charles Newton says that when the Navajo Veterans marched on the Council, Not one delegate stood up & said I would oppose the legislation for Navajo Veterans. If they did, then the veterans could have had the opportunity to question those delegates.
On July 16, 2022, I attended a meeting and Navajo VA director Zweirlein reported that there were 219 housing applications from Northern Agency Veterans Organization, but that was reduced to 75.
I asked Zweirlein why there was a decrease. Zweirlein reported that the decrease was Due to three new housing criteria.
This is what we’re facing now, Charles-Newton said. And now Who goes out to those veterans to tell them they were removed from housing list. Nez&lzier are opposing legislation for Navajo veterans sponsored by Delegate Kee Allen Begay.
It’s 1:58 pm, 7.21.22, and Council Delegate Kee Allen Begay has a LONG PAPER TRAIL about how he Invited Delegates, Nez&Lizer, Zweirlein, the five Agency Veterans Organizations, the Navajo Nation Veterans Advisory Council to Help with the Drafting of all the Navajo veterans legislation in 2020. He reminds the Council & Delegate Herman Daniels Jr that three of the five Agency Veterans Organizations passed resolutions supporting the Navajo veterans legislation. And he says one of the Agency Veterans Organizations opposing his legislation for Navajo veterans is not a Resolution, but a Letter from One Veteran.
It’s 2 pm, 7.21.22, and our Navajo Nation Council is showing their TOTAL LACK of RESPECT for our Navajo Veterans, their families, Gold Star Mothers – the Dine’. The Council is ALLOWING Speaker Damon to Ask Navajo VA director James Zweirlein to be a Part of the Debate on Delegate Kee Allen Begay’s Legislation. SHAME! SHAME! SHAME! SHAME!
It’s 2:22 pm, 7.21.22, and Budget & Finance Committee member Nathaniel Brown wants assurances from Delegate Kee Allen Begay that Legislation 0021-22 will Speed Up the construction of housing for veterans.
LOL LOL LOL Seriously Nate Brown?! Under nez&lizer & unstable Navajo VA director Zweirlein, there was ONE house built for Navajo veterans. And under Russell Begaye-Nez, there were ZERO HOUSES built for Navajo Veterans. NEW POLICIES ARE NEEDED and that’s what Legislation 0021-22 will do.

It’s 2:32 pm, 7.21.22, and Raymond Smith says he’s getting calls from Agency Veterans Organizations that they support or oppose legislation for Navajo veterans. Smith says he wants more clarification on the Housing Manager Position. But Now, Smith says he wants a WORK SESSION in 30 Days.
It’s 2:35 pm, 7.21.22, and the Council votes 11 in favor, 12 opposed on having a WORK SESSION on Legislation 0021.22, which would create a Program Manager Position to administer the Navajo VA Housing Program.

He says that the Council could call for a WORK SESSION on all the legislation for Navajo Veterans. SMH! GOOD GRIEF! What is with you, Herman Daniels?! Or why am I asking?! Herman Daniels was among those Council Delegates who were INVOLVED with the THEFT of more than $34 Million in EMEGENCY ASSISTANCE for VETERANS, ELDERS, STUDENTS, etc.
It’s 2:53 pm, 7.21.22, and Delegate Charlaine Tso says she has widows who have submitted their application numerous times. All our veterans who served are entitled to housing. Let’s move forward. I agree with Delegate Charles Newton that another Work Session is a Waster of Time.
It’s 2:58 pm, and the Council votes 13 in favor, 9 opposed, which means that Legislation 0022-22 which sought Council approval to create a housing program manager to administer the Navajo VA Housing Program, DID NOT PASS because 16 YES VOTES were needed.

I’m willing to work on that for you with New Mexico since I am a Navajo Council State Task Force member. Charlaine says that Inflation has tripled the cost for a Sweetwater project.
It’s 3:55 pm, 7.21.22, and delegate Edmund Yazzie says his chapters have been talking for six years about being chapters getting certified. This bldg. was talked about for years, and with COVID, there was a big setback & so working on getting land near Gallup to run a C-Store. Asked NM for $2.9M and $1.6M and staff did due diligence & funds awarded. But the estimated cost is $13M.
Edmund asks the council what else can he say. If get line item vetoed, he’ll keep trying.

It’s 4:10 pm, 7.21.22, and Budget & Finance Committee member Amber Kanazbah Crotty says she is looking at a NM document which shows that NM awarded millions to Mariano Lake multipurpose project, and that only the Navajo Nation Eastern Agency projects are funded by NM.
NM did not fund projects from Northern Agency.
Crotty says that Pearl Yellowman, Navajo Division of Community Development, is supposed to develop a 5-yr capital infrastructure plan. How are projects being prioritized NM? involvement of delegates who want to move forward with discussions. Yaazie your area has been favored in this process.
The answer by Pearl Yellowman, who was politically appointed by nez&lizer, to Crotty’s question about the Five-Year Capital Infrastructure Plan is: “We have been working and there is progress. The chapters from NM, Ariz., Utah update their projects. And Mariano Lake received NM funds.”
Crotty asks how Yellowman was appointed to NM Board that awards funds to chapters.

It’s 4:14 pm, 7.21.22, and Budget & Finance Committee member Amber Kanazbah Crotty tells the Council that Yellowman’s information is shedding light on what delegates need from OPVP so we, as council, have information so we can advocate for our projects before NM. The information we receive is hit or miss to advocate for NM funds for chapter projects. We need to modernizer process for NM funding for chapters.
Community Development has more than 50 positions funded under ARPA and does community development have any positions for Council to advocate for chapter funding from NM, Utah, Arizona?
Does this legislation allow for ARPA reimbursement to Sihasin Fund?
Will it come from Chapter ARPA allocations?
Chief Legislative Counsel Dana Bobroff says that LEGISLATION 0043-22, which seeks $437,947 from the Síhasin Fund to Purchase a New Motor Grader for Sawmill Chapter and to Purchase a New Backhoe for Red Lake Chapter, etc., has provision that allows for reimbursement. And the reimbursement would not include ARPA funds appropriated to the chapters of the 24 delegates.
4:30 pm, 7.21.22, and delegate mark freeland offers a new Amendment 2 to Legislation 0043-22, which is for $121,202 to buy a gooseneck trailer & duty vehicle from Roberts Truck Center for Nahodishgish Chapter.
Freeland has new Amendment 2 after Delegate Edmund Yazzie withdrew his request for $10M for a multipurpose building for Mariano Lake.
4:40 pm, 7.21.22, and Delegate Daniel Tso ask the Council to Table legislation 0043-22 until all chapters have the opportunity to work with all delegates on the status of their heavy equipment that were funded by CARES and ARPA. He says that some chapters didn’t receive their heavy equipment and some chapters received a gooseneck trailer without a truck. He says that Freeland would also need to withdraw his Amendment 2.
Mark Freeland said he looked at Naabi vote tally on Legislation 0043-22 in May by Naabi, and he will not withdraw his amendment.
Delegate Amber Kanazbah asks if heavy equipment is eligible for ARPA reimbursement. And I’m looking at Council approval of more than $1 billion in ARPA funds, which nez signed, and Delegate Freeland received double funding for his district than the district I represent and any other districts.
So I’m trying to understand what is the plan for delegates to move forward with regional project and to invest in community centers that are not covered under ARPA funding.
Freeland says that the large funding he received under ARPA is because his chapters were prepared and majority of their projects for ARPA funds is for water. They were prepared.
It is 4:54 pm, 7.21.22, and Budget & Finance Commttee member Amber Kanazbah Crotty & Law and Order Committee chairwoman Eugenia Charles Newton are HOLDING Delegate Mark Freeland, a former Begaye&nez consultant, ACCOUNTABLE for making an Emergency Request for a $93,000 truck and a $27,000 gooseneck trailer for Nahodishgish Chapter.
Charles Newton asked Freeland: why didn’t you include in your $1 billion ARPA legislation that Council just passed and why can’t you use your portion of $8 million to buy a truck & gooseneck trailer.
Delegate Mark Freeland says he has eight chapters and I have a lot of territory and there wasn’t staff to request for the truck and trailer and he just wants to get his chapters ready. Nahodishgish didn’t have opportunity to submit their request.
NOTE – FREELAND SOUNDS LIKE HIS CHAPTER MISSED OUT. But that’s what Delegate Daniel Tso asked for. He asked Freeland to withdraw his Amendment 2 so he could Table 0043-22 so ALL CHAPTERS had the OPPORTUNITY to SUMBIT their HEAVY EQUPMENT REQUESTS.
