Navajo Council CAUCUSES are another form of Closed Door meetings

Good Morning Relatives/Frens,

I’m here at the Navajo Council chamber waiting for the Naabik’iyati Committee to begin. It was scheduled to begin at 9 a.m. And after the Naabi meeting, the Council is having a special session. As I was waiting I asked Council Delegate Leonard Tsosie why the Council was having Caucuses before the Naabi meeting and Council meeting. I explained that I thought that the Council had decided against having Caucuses. Tsosie said that Caucuses had not been removed from the Council’s floor rules.

For those of you unfamiliar with Caucuses. Under the former Council, which has 88 members, they decided to have meetings before Council meetings where they would DEBATE proposed Council LEGISLATION and then vote as a CAUCUS on legislation. The caucuses were formed according to the Navajo Reservation’s five agencies: Eastern, Northern, Western, Central and Fort Defiance. But under the former Council, the Caucus meetings were announced.
