Naabik’iyati Committee votes down Roll Call Vote & Seniority to break Tie Vote on Speaker

The Naabik’iyati Committee is having a heated debate on proposed amendment to Legislation 0005-15 An Action Relating To NAABIK’ IYATI’ And The Navajo Nation Council; Confirming ______________As Speaker Of The 23rd Navajo Nation Council.

The amendment, which is sponsored by Delegate Leonard Tsosie, is for an Open Roll Call Vote and for Ties to involve Seniority if the two candidates cannot agree on who should be the Speaker.

I too have some concerns regarding Roll Call Vote. I believe in your arguement regarding Transparency and it wasn’t discussed before voted on Speaker Pro Tem. I’d suggest that these amendments be used anytime the Council votes on selecting a Speaker, instead of just for 2015 Winter Session.

Looking at this amendment, I have no problem with Roll Call Vote. I have problem with good ole boys club which Roll Call Vote supports. I’ve done a lot of work with Parliamentary rules but this amendment for Seniority makes it difficult for fairness. Yes, maybe Delegate Tsosie has good intentions but what about candidates for speaker. And seniority is unfair to freshmen delegates who are voted in by people that believe that they can do the job. So Seniority needs to be removed.
