Naabik’iyati Committee July 13 agenda includes Grand Canyon Escalade legislation

The Grand Canyon Escalade legislation has been on the agenda of the Navajo Nation Council’s Naabik’iyati Committee proposed agenda several times but each time, the sponsor of the controversial bill would ask that it be removed because the Escalade developers were unavailable.

But recently, Navajo Nation Council Resources and Development Committee Vice Chairperson and Council Delegate Ben Bennett has not asked the Naabik’iyati Committee to remove the Escalade legislation from its agenda.

Bennett said on July 6 that he would be asking a committee member to sponsor an amendment to the Escalade legislation, which would have disputes between the Navajo Nation and the Escalade developers go into the Navajo Nation’s court instead of bypassing the Nation’s court and going into state and then on appeal to federal court.

When the Naabik’iyati Committee adopted its agenda on July 6, the Escalade legislation remained on the agenda. But the committee loss a quorum before it went before the committee. According to the tribal legislative process, any legislation remaining on a committee’s unfinished agenda moves to the proposed agenda of the committee’s next meeting.

LEGISLATION 0293-16: which seeks the approval of master agreement for the development of the Grand Canyon Escalade Project; approval of $65 million from the Nation for the development of offsite infrastructure to the Grand Canyon Escalade Project; authorization for the Navajo Nation Hospitality Enterprise to enter into a development and operating agreement; accepting the approval of the withdrawal of land in the Bodaway/Gap Chapter; approving a covenant not to compete, and waiving certain provisions of Navajo law.
