Naabi approves Chapters’ CIP plans

Legislation for Capital Improvement Project started in April but there is no one document to see if the five chapters that I represent got their projects on this list.

Wonder why we go thru this exercise and cuz chapters to run around without money out there. And know this is in Appropriations Act and so perhaps we shud amend and remove language regarding CIP plan. Intention probably good when AA approved but since then we have been waiving and so intention not working. Concerned that making chapters run around. And without money, the chapters don’t really work on projects. Dates are missing. I’m not against what division trying to do. But down the road, we ned to update law. But on New Mexico Navajo Reservation side, the governor is requiring chapter CIP plan. And NM also asking for audits of funding they approve to chapters on NM side. And there is no comparison between CIP plans on this list and NM’s. And these forms are not good cuz there is no description of project, how many people benefiting, timelines which wud fulfill Navajo Nation needs as well as NM and it wud also assist with NM requirement for audits. My chapters are also asking the status of their CIP plan, especially funding.

Like Delegate Witherspoon, I also want to make sure that the chapters I represent are also on the list of Capital Improvement Projects.

Concern about NM audits.

CIP PROGRAM DIRECTOR BEGAY

We have met with NM Dept of Finance and Indian Affairs which gave us deadline of yesterday. We are hoping for positive response before end of week regarding audit which centers on equipment inventory. But this CiP plan needs outside resources, such as Navajo Nation, which cud fund thru Permanent Trust Fund and Bond Financing. The other thing is, is that this morning’s Caucus there was concern over Delegate Simpson’s CIP plans. Based on Witherspoon and Phelps questions, I have those resolutions but it would require Council amendment to legislation to add to CIP list.

We have working on this CIP plan for several years and now again I am hearing work session and add more projects. Let’s just vote on this.
