DELEGATE JOSH BUTLER: TABLE PEOPLE’S REFERENDUM

NAVAJO COUNCL CONTINUES DEBATING REFERENDUM FOR PEOPLE.

DELEGATE PHELPS
We have legisltion regarding Junk Food Sales Tax and some of colleagues tlaked about moving that to referendum.
PREZ TALKED ABOUT line item veto but he didn’t talk about line item veto of Conditions of Appropriations? I don’t think so. The COAs have no budgets attached to them.

DELEGATE JOSH BUTLER
I mentioned in caucus that we are piece mealing government reform. Delegate Nez has three bills regarding government reform. Last yr, we had gud discussion about government development office and gave $1 m to do policy analysis and lead efforts. But thankful, not that much funding in 2013.

I want to see pros and cons. in 1989 when govt instituted, it was temporary and still temporary and cuz of poor planning. If piece meal govt reform then end up in same predictament. I’m not happy with piece meal. We shud have one legislation. Three legislation is a mess. We need good analysis. And we never get Caleb Roanhorse before Council. We never see Delegate Tsosie informing Council about Council’s govt reform. Roahorse heads govt development office.

I support TABLING. Maybe work session. I will take chance and table until work session. I support intent but want policy analysis.

DELEGATE NEZ
I do support Tabling and keeping alive. Ask Delegate Butler to refer to Council’s Subcommittee on Govt Reform and I’ve been asking Subcommitteee chairperson Leonard Tsosie for meeting.
