It will be debated tomorrow (Tues, Nov 10th, 2020) during a special NNC session. DED wants to “Modify” terms to bailout Businesses using CaresAct Funds. Enough is Enough. Keep your word to The Dine’ Leadership & Vote Red. Move All funds to HARDSHIP. RISE UP DINE’ ✊.”

The Navajo Nation Council is scheduled to meet telephonically in a one-day special session at 1 pm tomorrow, Nov. 10, 2020. On the proposed Council agenda is Legislation 0274-20, which is titled “An Action Relating to an Emergency and the Navajo Nation Council; Amending the Navajo Business Economic Relief Grant Program Criteria within the Navajo Nation Cares Funds Economic Development Expenditure Enacted by CJY-67-20.” The Legislation Description states, “This resolution, if approved, will amend the Navajo Businesses Economic Relief Program within the Navajo Nation CARES Fund Economic Development Expenditure Plan Adopted by CJY-67-20 to ensure as many Navajo Businesses as possible can access relief funds.”

The sponsor of Legislation 0274-20 is Navajo Nation Council Delegates Wilson Stewart Jr., who represents the Fort Defiance, Arizona, Chapter, which is one of the Navajo Nation’s largest communities.

The Navajo Nation has a SERIOUS lack of Navajo small businesses, which is no fault of Navajo small business owners. There was an early proposal for Navajo CARES money by the Dine’ Chamber of Commerce to help Navajo small business owners to apply for Navajo CARES Act money to specifically fund their business projects that meet federal CARES guidelines and that will be COMPLETELY & TOTALLY FINISHED by Dec. 30, 2020. If that deadline is not met, the unspent portion of Navajo CARES funding of $60 million to the Navajo Nation Division of Economic Development to assist Navajo small businesses and artisans who were negatively impacted by COVID-19 automatically reverts back to the federal government.

The Dine’ Chamber of Commerce’s proposal was axed after Nez and Lizer cried around/pouted, threatened the Council with line-item vetoes, publicly criticized the Dine’ Chamber of Commerce and boasted that their Division of Economic Development could do a better job than the Dine’ Chamber of Commerce, which is how the Council appropriated $60M in CARES Act relief aid for Navajo small businesses and artisans to the Division of Economic Development.

If you go to the Navajo Nation Office of the Controller website, www.nnooc.org, you can view a graph of all the Navajo CARES money that the Council appropriated to the Nez-Lizer administration, how much has been spent/expended, how much is in Open Commitments/Encumbered, and how much has not been spent. As of today, Nov. 9, 2020, the DED has SPENT about $12.2M of the $60M, and about $3.8M in OPEN COMMITMENTS.

As of today, Nov. 9, 2020, the DED has 34 WORKING DAYS to spend about $47.8M, which is what the DED HAS NOT SPENT of the $60M. DED has spent more than $12.2M and has $3,778 in Open Commitments.

When the Council began appropriating the Navajo Nation’s share of CARES relief aid to Indian Country, which was more than $74 million, in April 2020, they included language in their legislation that stated that UNSPENT CARES money by the Nez-Lizer administration and Navajo Nation Judicial Branch would be RE-DIRECTED into the Navajo Nation CARES Act Hardship Assistance Program. The FIRST DEADLINE for unspent Navajo CARES money for the Nez-Lizer administration and Judicial Branch was Aug. 31. The SECOND DEADLINE was Oct. 31. And now there’s a THIRD DEADLINE of Nov. 30.

The Council announced that they would be RE-DIRECTING UNSPENT CARES money into the Hardship Assistance Program, which provides a maximum of $1500 to an enrolled Navajo adult and a maximum of $500 to an enrolled minor who are/were negatively impacted by COVID-19, which could be loss of employment; testing positive for COVID-19 and quarantining; being a student and needing a laptop, wifi services, a cell phone, etc. to attend virtual school/college; reduced job hours; employee working from home which increases utility costs; loss of family member to COVID-19; burial costs for loved one killed by COVID-19l recovery from COVID-19; travel costs related to COVID-19; purchasing PPEs, hand sanitizer, and cleaning supplies; etc.

As of today, Nov. 9, 2020, the Navajo Nation Office of the Controller website showed that the TOTAL UNSPENT BALANCE by the Nez-Lizer administration and Judicial Branch is $383.3M. And so Nez-Lizer administration has 34 days to spend $83.3M, which is the unspent and uncommitted balance of the $714M in Navajo CARES Act money.

And as Dine’, We Treated our Hataliis with Positive Love & Respect, We prayed in a Most Positive for Them. Our Hataliis are to be Protected, Especially during this Pandemic. Some of our Hataliis have to work for the Navajo government & Indian Health Services. Are they being Protected so We, the Dine’, will have our Way of Prayer & Life Continued.
I know that Hatalii Rita Gilmore emailed Prez Nez, Vice Prez Lizer Health Command Center & waited for TEN DAYS for help when she and her mom came down with COVID-19. No one came…Her mom passed away and Hatalii Rita Gilmore is still recovering from COVID-19
Hatalii Rita Gilmore works for Navajo Behaviorial Health Services which ONLY provides mental health services for substance abuse…Nothing for mental health services for Dine’ or anyone dealing with COVID-19. Hatalii Rita Gilmore is providing that service & more with her gift from the Sacred Holy Beings to be their Doorway/Hatalii.
The Navajo Council asked for $2m CARES money for our Dine’ Hataliis and it was questioned by some of our own Dine’ Council Delegates who also said Navajo Behavioral Health Services provided traditional mental health services and could help our Dine’ facing mental health issues from COVID-19.
Nez & Lizer said churches should get money too & their Health division/BHS cud handle the $2m for Hataliis, pastors, Azee Shima road men & women. That was a couple of months ago. On Friday, nez lizer Health director jill jim told council the $2m was UNSPENT. (NOV. 9, 2020, UPDATE-Controller website shows ZERO dollars of the $2M have been spent by Navajo DOH Director Jill Jim.)
Jill Jim also reported she had not spent $10m CARES money for PPEs, cleaming supplies for Navajo government offices to prevent spread of COVID-19, & other emergency COVID-19 supplies. Jim blamed it on the Navajo government RedTape.
When the Council accepted $714M CARES money in April, they included language for nez lizer Administration to create ways to cut Red Tape. Nothing happened…guess that’s when nez, lizer, their division directors, staff assistants were delivering food instead of getting $714m CARES dollars spent by cutting red Tape. (NOV. 9, 2020, UPDATE-Controller website shows ZERO dollars of the $10M have been spent by Navajo DOH Director Jill Jim.)
Controller Pearline Kirk has REPEATEDLY told Council, Nez, Lizer, their division directors that the US Treasury has strict guidelines/strict gs attached to CARES money and it has to be All spent by Dec 30. That means if a tractor or water truck is purchased, it has to be in full use for activities that are COVID-19 related by dec 30.
I still remember the COUNTLESS nez-lizer town halls on KTNN, social media that nez & lizer held at the beginning of the pandemic. They cud have done that to get INFORMATION out about US Treasury guidelines on how to properly spend CARES money so everyone understood process. But Zombies nez & lizer from the beginning challenged the
Federal Treasury guidelines & said Navajo sovereignty rules over treasury & Congressional LAW.
And then nez lizer wasted ten days line item vetoing CARES money to cut red tape & to create Navajo finance process per Treasury policy, about $30m CARES money for CHAPTERS, $10m for Controller to hire experts who were experienced with setting up finance support and system to quickly spend federal emergency money.
Timeline – Navajo government had from April to dec 30 to spend $714m CARES money. Nez-lizer took about 44 days to review Council resolutions appropriating CARES money before line item vetoing some CARES money & signing council legislation.
Meanwhile Controller Pearline Kirk, with some of her own money, had shower curtains put up to protect her staff who have been working about 24/7 on regular Navajo government business plus CARES money and getting called to attend meetings with council, committees, nez lizer, chapters. AND Hatalii Rita Gilmore goes to work for a Navajo government that cannot provide her and other workers with PPEs…AND on her days off, Hatalii Rita Gilmore works to provide our Dine’ with traditional Dine’ healing ceremonies/prayers that brought us home from Hweedli. It was not Christian prayers.

Long ago leaders shared their home fires, food and went from hogan to hogan to check on how families are doing. Today its about money and power. Power is not about how you can manage people or how much money you have or how much you can make. Its about satisfying the needs of all no matter how they live, talk and walk. Years ago when I traveled to the HPL I was told you shouldn’t go there “they are mad people who don’t follow the law” When I got to know them I found they were pushed aside and hidden from their own government. I felt like a daughter to a lot of families although I was a healer. I have great love for my people but I don’t have interest to run for the NN president. I am a spiritual leader in my own right.”
