We have committed ourselves by giving birth to NTEC. Wat are we to tell Office of Surface Mining about requirement for this reclamation and performance insurance and bond. It’s like owning car. If you don’t have insurance, you can’t drive vehicle off reservation.

I’m looking at these revenue projections of millions of dollars and our communities don’t see. It stays here. Chapters don’t get public employment, housing, scholarship program. So we’re not giving to communities anyway. If this fails, there will be no difference at communities.
Regarding talk about chapters in Az, NM and Utah. Let’s not talk that way. We are one nation. During the creation of the projects on the list for Bond funding, there was opportunity for every chapter to submit projects.

if this had occurred three, four weeks back then we wud agree to work session but this situation came about less than ten days ago and deadline in place, Friday being deadline. This Friday, it’s just enough time to do this. WE had discussions at Twin Arrows, in explaining. I understand, realize complexity from time started to here today so ask vote down work session and call for vote. If fails, it fails and we move on, on how to deal with shortfall. if approve then stand with original intent of creating NTEC.
