Attempt to send Resources & Development Committee uranium subcomittee back to RDC

The Navajo Council now on LEGISLATION 0090-14, suporting the Navajo Nation’s and Crow Tribe’s combined and collaborative efforts in energy; supporting the US Congress’ permanent extension of the Indian Coal Production Tax Credit and opposing the US proposed carbon tax, the US Environmental Protection Agency’s proposed electric generating unit new source performance standards for carbon dioxide emissions and their applicability to Indian lands and Indian economic instruments.

The Council approves 0090-14 with a vote of 17 in favor, 0 opposed with one amendment, which was to remove the Council’s opposition to the US proposed carbon tax, the US EPA proposed electric generating unit new source performance standards for carbon dioxide emissions, and their applicability to Indian lands and Indian economic instruments.

The council now on Legislation 0091-14, which would rescind and nullify the Resources and Development Committees legislation that created the subcommittee to draft an ageement with URI for a demonstration in-situ uranium mining project.

DELEGATE LEONARD TSOSIE calls for Point of Order and says that 0091-14, like 0095-14 needs to go to RDC. Delegate Roscoe Smith seconds Tsosie’s motion.

SPONSOR OF 0091-14, DELEGATE EDMUND YAZZIE calls for LEGISLATIVE COUNSEL MARIAN KAHN to provide legal advice.

LEGISLATIVE COUNSEL MARIAN KAHN
as explained before it did not go to RDC because it deals with delegation of RDC and whether RDC legislation shud be rescinded for not adhering to two Navajo laws.

DELEGATE MEL BEGAY
I disagree with Delegate Tsosie comparing 0091-14 with 0095-14. This issue was brought to RDC which took the position that their legislation was sound and ligitimate.
