Acting Navajo govt Controller tells Navajo Council, No Written Report on $8M in monetary donations spent by Nez & Lizer, 7.20.21

🥳🎉🎊 FINALLY!!!! I got my ANSWER about Where is the Written Report from Navajo Dept of Just-us, nEZ & li-zer, regarding NON-FEDERAL COVID-19 RELIEF MONEY DONATIONS that nEZ & li-ser “TASKED” the Navajo Dept of Just-Us to ACCEPT by turning Navajo Dept Of Justice into a CALL IN CENTER for MONEY DONATIONS.

And then nEZ & li-zer placed the MONEY DONATIONS & OTHER DONATIONS with Navajo EMERGENCY MANAGEMENT OFFICE, which is designated under the Executive Branch to ACCEPT DONATIONS.

Acting Controller Elizabeth Begay reported to Council today, 7.20.21, that more than $10M in FINANCIAL DONATIONS was ACCEPTED & $8M OF $10m SPENT but she didn’t know HOW THE $8 MILLION IN MONETARY DONATIONS WAS SPENT because there is NO WRITTEN REPORT!!!! And NOT even the COUNCIL or COUNCIL DELEGATES or nEZ & li-zer are TALKING about the DONATIONS AMOUNTS accepted by nEZ & li-zer at the beginning of COVID-19 in March 2019.

Acting Controller Begay, the Council, nEZ & li-zer have not REPORTED on WHAT WAS DONATED, HOW MUCH WAS DONATED, WHO DONATED, WHERE WERE DONATIONS DISTRIBUTED, WHO RECEIVED DONATIONS, ETC, ETC. And now the Council is ready to hand over UNEXPENDED CARES DOLLARS to nEZ & li-zer and Create a NAVAJO NATION FISCAL RECOVERY FUND in the N-EZ & LI-ZER OFFICE. WTH!!!! SMH!!!! This PLAN to basically create a NEZ & LIZER FISCAL RECOVERY FUND is in LEGISLATION 0110-21, which Council Delegate Carl Slater is sponsoring 0110-21 and the co-sponsors are Delegates Paul Begay, Seth Damon, Pernell Halona & Edison J. Wauneka.

I am in TOTAL DISBELIEF that after acting Controller Elizabeth Begay reports to the Council that there is no WRITTEN ACCOUNTING OF $8M in MONEY DONATIONS to Nez & Lizer that acting Controller Begay says she SUPPORTS 0110-21, which hands over all UNSPENT CARES (Coronavirus Aid, Relief, and Economic Security) Act to nez & lizer by creating a Navajo Nation Fiscal Recovery Fund.

She also told Council that she is Temporary & She does not want to be PERMANENT CONTROLLER…😂🤣😂🤣

LEGISLATION 0110-21: Establishing the Navajo Nation Fiscal Recovery Fund and the Expenditure Authorization Process Thereunder; Waiving Certain Provisions of the Navajo Nation Appropriations Act; Amending 12 N.N.C. § 334 to Authorize Emergency Procurements; Authorizing Reimbursement of the Síhasin Fund and Undesignated Unreserved Fund Balance; Authorizing Central Support and Regulatory Cost Funding; Authorizing Funding to Complete Defunded Navajo Nation CARES Fund Expenditure Plans; Authorizing the Establishment of a Navajo Nation Fiscal Recovery Fund Office Within the Office of the President and Vice-President

It is now 12:40 pm, 7.20.21, and Navajo Council on Day 2 of their annual five-day Summer Session.

The unofficial Council VOTE on ACCEPTING CONTROLLER REPORT, is 21 in favor, zero opposed. at 12:30 pm, 7.20.21.

😂🤣😂🤣Who does Navajo Council Delegate Carl Slater represent?! SMH!! WTH!! 😂🤣😂🤣Slater makes a motion to TABLE LEGISLATION 0313-20: which initially sougth to allocate $19.5 MILLION in Síhasin Funds to the Navajo Division of Transportation for the N8031/N4 Road Project; Approving and Adopting the N8031/N4 Road Project Expenditure Plan Pursuant to 12 N.N.C. §§ 2501 – 2508, which is in Black Mesa/Big Mountain area, and sometimes on Navajo Partition Lands or Hopi Partition Lands.

But the $19.5M has BALLOONED to $133.4M because other Delegates are saying their communities are in dire need of safe roads.

The VOTE TO TABLE was 10 in favor & 11 opposed BUT then Delegate Carl SLATER calls out that he’s changing his VOTE FROM GREEN TO RED. And that changes vote to 11 in favor, 11 opposed, a Tie Vote that Speaker Seth Damon has to break and so Damon votes RED. Damon says he votes RED because Yellowhair has been working on Funding for his Road Project.

Delegate Amber Kanazbah Crotty asks who made Motion to TABLE & Damon says Delegate Slater. Crotty asks who changed their vote. Seth says Delegate Slater. SHM!!!! 😂🤣😂🤣

It is now 3:57 PM, 7.20.21, and Council has been DEBATING Legislation 0313-21 since about 12:30 pm, which is when Council voted 21 in favor, zero opposed to Accept Report from acting Controller Elizabeth Begay.
